An idea - planning a town from scratch. Where?

 A recent Reddit post about career dissatisfaction (not mine, well, at least not now) got me to thinking about urban planning, and how to navigate it as a person who entered the field in hopes to help make the natural environment better. 

A town/city from scratch.

How would it be planned?

What is the code?

How would it be enforced?

What are the standards for buildings, density, businesses, etc?

I'd like to get some planners, or anyone, chiming in with their takes and answers to the challenges of building a town from scratch.
Would prefer a bunch of us sitting around having a beverage talking about it, and who knows, that may happen. 

A big question that comes to me straight away is where? Where would this new from scratch town be?

A dry arid location?

A river in the mountains?

Coastal?
